Here in the UK whilst the Labour Party in its last manifesto promised ‘no new oil and gas’ there is still uncertainty as to how this is to be implemented. Exploration licences for oil fields such as Rosebank and Jackdaw had already been issued. The former to Equinor (Norwegian) and Ithaca (Israeli), and the latter to Shell. However before any oil and gas can be extracted a development license is needed. The development license issued for Rosebank was challenged in court as it took into account only scope 1 and 2 emissions and not scope 3 emissions – these being the emissions released when the oil and gas are used and which are clearly far greater than scope 1 and 2 being those related to the extraction of the fuels. 

Equinor and Ithaca have submitted a revised application but as yet we don’t know whether or not the UK government will approve this. If the licence is approved, the subsequent greenhouse gas emissions would significantly undermine the UK’s net zero carbon budget.

Last week the UK announced its 2035 NDC* target –  to reduce all greenhouse gas emissions by at least 81% on 1990 levels. The previous 2035 target was for a 78% reduction. The UK has an interim target of cutting greenhouse gases by 68% by 2030.

Greenpeace UK’s senior political adviser, Rebecca Newsom, said in a statement. “But targets need to be backed up with bold action. When the government submits its action plan next year, it must include details of how the UK will deliver a full phase out of oil and gas.” Hopefully we can count on the government to curtail the development of the Rosebank oil field. The development of the oilfield is in the balance as judges on Scotland deliberate as to the legality of the original licensing process.

Having yesterday talked about tipping points and a succession of divestment announcements, it now appears that approvals for the Rosebank oil field may be delayed.

“Rosebank, the UK’s largest undeveloped oil and gas field, is highly unlikely to be approved in time for parliamentary recess, amid growing concerns from regulators over electrification and net zero compatibility across the industry.

“City A.M. understands the site, which has to be green-lit by the Offshore Petroleum Regulator for Environment and Decommissioning (OPRED) and the North Sea Transition Authority (NSTA), is now not expected to be sanctioned until August at the earliest….

“When completed, Rosebank is expected to produce up to 500m barrels of oil and gas equivalent over its operating lifetime – which could begin as soon as 2027.  This has made the project the subject of intense controversy, with climate groups and energy transition advocates calling for the project to be rejected amid fears it would jeopardise the country’s climate ambitions. 

“City A.M. has learned that the NSTA has written directly to oil and gas companies operating in the North Sea, warning them of the importance of electrification for new offshore platforms across future projects…

My apologies for yet another link to a petition but the situation feels grave.

This one is calling in the Government to stop the development of the Rosebank oil field in the North Sea. Personalising your letter does help as you can relate the letter to,your own fears and concerns. Mine included my daughter’s assertion that she does not think she will reach the age my husband has because the climate crisis will, through widespread famine, so disrupt life on earth.
